New Constructions And Improvement Paths Of Small Towns Under The Domination Of The Government

As an important part of the urban development new urbanization is burdened with the task of economic transformation and upgrading. In recent years Zhejiang has firstly implemented the pilots of urbanization reform. Based on it, the thesis took town L in Zhejiang for example, focusing on the ways, content and the problems of the government-dominated new urbanization and then put up with proper countermeasures and suggestions.The thesis firstly analyzed the theoretical basis and main modes of construction of small towns and further defined that the key to the development of small towns is that governments should attach importance to main factors of production such as planning, land and governmental functions. Secondly, the thesis focused on analyzing the government behaviors of town L in Zhejiang mainly including the measures taken by the government, the optimization of the policy aspects and the final effects in the construction of town L Thirdly by analyzing town L it came to conclusion that in the construction of small towns there are still many realistic problems such as homogenization, prominent contradictions of lump economy, service lag, lack of funds and increased debts. Ultimately,aiming at these problems it put up with some measures that new urbanization planning should highlight the characteristics of towns, continue to decentralize management, improve the public finance system and innovate talents mechanism.
