Research On The Construction Of Government-oriented Small Towns

With the perfection of city institutions such as education, health and service agent, more and more people are moving from countryside to city, which indicates that farmers’ living level had improved and they began to pursue high level of life. Every corn have two sides, on one side, this trend has some disadvantages, as it can make an uneven distribution of population, and increase urban population pressure, on the other side, it can promote the economic development for one region. At present, there is big gap between urban and rural regions, and to some extent, the moving trend of rural people can promote the rural economy. As we all know, China is a developing country, and many towns are in the development, so the urgent goal is to take some measures to improve the level of urban development. This paper took Wuquan town in Yangling distinct as an example and it put forward the construction plan by analyzing the relevant measures that taken in the worldwide and the present situation of small town construction in China.The small town in China has experienced four stages, namely the initial growth stage, slow development stage, rapid development and quality improvement stage. The current development situations of the development of performance are as follows, the number of small towns decreased, Small towns infrastructure has improved significantly; public services has been enhanced and the regional gap is obvious. Wuquan town is located in Yangling distinct, and it was identified as one of the key Shifan Towns in Shaanxi by the provincial government in 2011. From 2011 to 2015, the number of the proposed projects was 26, and 19 projects has been finished, the total investment of 1.29 billion yuan, including the implementation of municipal infrastructure and public services, upgrade the four categories of affordable housing, which indicates the important achievements in small towns.However, there are still a series of problems in the construction of Wuquan town small towns, which embodied in five aspects: the bottleneck restriction of land; backward infrastructure and public services; industrial park development is slow and lagged; Urban characteristics is not distinct; lack of physical mechanism, the specialized talents. The reasons are also rooted in five aspects: national farmland total amount control slowed the pace of construction of small towns; lack of money led to backward infrastructure and public services; positioning was not accurate and full responsibility is not clear; industry characteristics not prominent; the traditional management mode is insufficient. To promote Wuquan town small town construction, this paper put forward some policy suggestions form the aspects of land system, financial investment, industrial park construction, industrial advantage and management system innovation. More specifically, take some innovative ways to change the use of construction land index, make a deepen reform of the land joint-stock system to improve land circulation earnings, perfect the land market service system, innovate the investment and financing system, strengthen the admissions investments, reasonable layout, speed up the population, construct the modern agriculture, build ecological and cultural tourism type of small cities and towns, promote expansion of strong town, strengthen the cadre training.
