The rising demand of people for food stimulates the development of food industry economy, however, there are many problems being produced while the food industry economy is in great achievements. Food quality and safety incidents occurred which has caused great harm and negative impact on consumers, food, economy, and even the whole society. In order to promote healthy and orderly sustainable development of food industry, food enterprises should implement quality assurance program, ensure each process of food production quality and safety.Quality assurance is to use the method of quality control, apply the specific procedures and necessary testing methods, handling all the hazards in the food processing process, can prevent and reduce foodborne hazards in product process, increase the quality and safety of the final products.The implementation of food quality assurance program can regulate the enterprises’ product behavior, and significantly improve the level of food quality. Food quality assurance system is composed widely, involving different aspects. Main food quality assurance programs such as GMP, SSOP, HACCP and ISO series. Many food enterprises in China, but the implementation of the quality assurance program is irregular, even more developed regions, such as Shanghai, there are still many enterprises didn’t implement quality assurance program, the influential factors of the food enterprises implement quality assurance program analysis is of great significance.Therefore, this article sets up a Logistic regression model through the data of 219 food processing and manufacturing enterprises in Shanghai, analyze the influence factors of the enterprise to implement quality assurance programs by the method of the empirical analysis, and has carried on the deep research on the three elements of theory of planned behavior——profit attitude, perceived behavior control and subjective norm, then draw the conclusion:(1) According to the theory of planned behavior, the influencing factors of food enterprises implement quality assurance program are "perceived behavioral control" and "subjective norms", among them: "perceived behavioral control" has negative influence on enterprise implement quality assurance program, "subjective norm has positive influence on the enterprise implement quality assurance program, and perceived behavior control effect is greater than the effect of subjective norm, and the" profit attitude " to the enterprise implementation of the project and had no significant effect.(2)The enterprises " own resources endowment restriction " and " internal operational obstacles " have negative influence on enterprise implement quality assurance program, the more the own resources endowment restrictions, the greater the inner workings obstacle, the more will not implement the quality assurance program." The uncertainty of the external environment has positive influence to the enterprise implement quality assurance program, the strength of the uncertainty of the external environment, the more help to implement quality assurance program.(3) The positive impact of the external environment uncertainty is stronger than the negative impact of enterprise’s own resources endowment, and the negative influence of own resources endowment limit t is stronger than the negative influence of the internal operational obstacles.(4) The relationship between stakeholders, corporate competitiveness and image, food quality assurance, strategy consciousness and awareness cannot significantly affect the implementation of quality assurance program.Finally, put forward the countermeasures and suggestions of this paper:(1)give financial support, to improve enterprise resources endowment conditions;(2) the merger and reorganization, optimize enterprise organizational structure;(3) increase the propaganda and training, improve staff understanding of the project;(4) strengthen the culture construction, strengthen the awareness of quality assurance strategy;(5) strengthen internal management, optimizing operation process, and reduce the internal operation.
