The Evaluating Analysis On Innovation Capability In Wuwei

Innovation is a kind of conceptual process which takes new thought, new invention and new description as the characteristics. With the process of economic globalization, the traditional mode of economic growth, which is based on high input and consumption, has been unable to meet modern social development, and the national development strategy as the core of innovation has become the choice of many countries.Because the breakthrough of innovative country is building innovative city, studies on innovative city become more and more. Unlike most scholars’ point of view, this paper discussed the current status, and evaluated Wuwei of the First Innovative Pilot City in Gansu as the research object with theoretical and empirical analysis, qualitative and quantitative analysis, in order to provide certain reference. The paper concluded mainly result from the following several aspects.Firstly, Wuwei made some achievements from economic social development,industrial,environment and technological innovation. There are still many factors in the development of innovative city which is the relative scarcity of resources, fragile ecological environment,small economy, weak public finances, low income levels and poor industrial base as the less developed western regions.The factors concluded shortage of innovation funding, lack of innovative talent, weak technology and innovation capacity, inadequate innovation policies,especially the lack of innovation to lead the industry leader.Secondly, the paper horizontally compared the comprehensive innovation capability of Wuwei with the other 11 cities using the principal components analysis. It ranked ninth in comprehensive innovation capacity, ranked ninth in base innovation support, ranked fifth in innovation performance capability, ranked tenth innovation investment and urban environment. It obviously lacked the advantage in addition to innovative performance. But the comprehensive innovation capacity had be improved significantly base on the urban innovation performance as the innovative city’s goal.Thirdly, over the past three years, the regional innovation capability had been improved in the capability of independent innovation and innovation system, but the effect is not very significant.Finally, It should support construction of infrastructure facilities, establish a diversified technology investment patterns, strengthen the innovation of qualified personnel, promote the optimization and upgrading of industrial structure, perfect service system for technological innovation and entrepreneurship, accelerate modern agricultural science and technology innovation, support ecological protection and construction.
