In recent years, construction of affordable housing has been vigorously promoted in China. To reduce the pressure on public finance, local governments started to introduce market mechanism applying allocation mode, which requires developers to construct a number of affordable housing in the commercial housing development projects. Having similar key requirements and methods with allocation mode, inclusionary housing in the US had been quoted as a model to learn by related reserch. However, the study on the practice of inclusionary and its support mechanism under the background of US can still go further, which can make the reason why inclusionary housing has been succesful more clear and indicate which contents can be learn from.The objective of this study is analyzing the practical cases of inclusionary housing and the support mechanism on its processing. The main contents, inclusionary zoning and its support mechanism, were studied by analyzing and inducing documents and cases. Firstly, this study reviewed the basic concepts and the history of inclusionary zoning in the US, explored its institutional basis and mode of operation, as the basic study. Secondly, this study differed the types of inclusionary zoning, considering the controlling nature(mandatory or voluntary) and form(zoning or regulation), and chose typical cases to analyze. The analyses included inclusionary zoning program or ordinance, related laws and policies and implementation processes. Then concluded the core contents of inclusionary zoning by contrast. Thirdly, the study analyzed the relationship of planning, implementation and legal system, which are related by inclusionary housing, and also analyzed how these three things support the contents of inclusionary housing. Another finding was that there are two clues in this mechanism, the government authority authorized by law leads the plan formulating, and the private right supported by law influent the implemetation. Both of them finally get a balanced goal to make inclusionary housing take effect. This process goes with the market rules and makes use of the market power in capitalism.The researching result clearly concluded the support mechanism of inclusionary housing, and identified the supporting ways on planning, implemetantion and legislation, which support the six main contents of inclusionary housing. It also found out how this mechanism makes inclusionary housing develop and take effect under the capitalism and legal background in US. The result can also provide some evidence for the domestic research on “developing allocation mode by learning international experiences”, which can indirectly contribute to Chinese affordable housing.
