With the rapid industrialization and urbanization development,ecological environment has become is a very important question of urban development process. How to achieve harmonious development between human and nature has become an inevitable choice for the development of human society. As a scientific model of urban development,urban ecology has become a common concern of all walks of life theorists and other issues. The thinking of eco-city not only provides a solution for urban ecological crisis,but it also provides a new concept of development for policy makers around the world. More than 160 cities in C hina has put forward the ecological and related theoretical research,and the practical exploration is also increasing year by year.Urban ecosystem is the basis and foundation of the eco-city concept which was put forward. Eco-city development goals are based on the mechanism of the development model of urban systems what urban ecosystem inside raised. Urban ecosystem is a complex system which included by the economic subsystem,social subsystems and natural subsystems. The ecosystem structure is not only reflected by natural factors,but also reflected by economic development and human activities. Thus,we should not only analysis the ecological inner city system structure 、mechanism of interaction between the subsystems of internal factors systems and systems、but also explore the impact of external factors on the system of systems in-depth,only in this way can we establish a general urban ecosyste m system dynamics model. Use this model to analyze the ecosystem issues which urban target,so as to provide theoretical support and policy recommendations for the development of eco-city related policies.This study is related to an ecosystem around the city and the man-centered、open、complex systems. The article focuses on the composition and interaction of the system,mechanism of action,simulation and practices. I consider the issues related to urban ecosystem are dynamic non- linear,and not single static results. In this paper,I establish the use of a general model of empirical study of urban ecosystem and treat harbin urban ecosystem as an example.I analysis the most suitable ecosystem development path for Harbin,and put forward economic,social and natural three kinds of policy recommendations to the target city. From the relationship between the urban ecosystem and eco-city concept, I put forward the concept of ecological building better.
