Research On Policies To Attractforeign Direct Investment In Vietnam

Nowaday, Trend of economic globalization is accelerating, countries around the world for mature management, advanced technology and scarce resources competition is very intense. In order to consolidate the advantage in the international market competition, many countries in the world have developed and implemented a number of incentive policies to attract more foreign direct investment(referred to as FDI). In recent years, rapidly growing quality and quantity of Vietnam FDI not only has played a role in promoting Vietnam’s economic development, but also have played a catalytic role on the technology and the introduction advanced of management. After 26 years of development, Vietnam’s investment policies to attract foreign investment has made great contributions, but there are still some issues need to improve and perfect. Therefore, in order to attract more foreign partners to invest in Vietnam, to promote economic development, Vietnam needs to improve the policy of attracting foreign direct investment.The main content of the study is Vietnam’s foreign direct investment policy. By combing the foundation to attract foreign direct investment policies relevant theories, the paper does research on the status of foreign investment in Vietnam from 1988 to 2014. At different stages, FDI in Vietnam has different characteristics and development trend: Increasing the size of FDI capital, FDI concentrated in manufacturing and real estate, distribution position of FDI, source of direct foreign investment mainly from Japan and Taiwan, FDI dominate in wholly-owned enterprises, the provisions of Vietnam’s foreign-funded enterprises set up and run, Vietnam bilateral investment encouragement and protection commitments with international and regional multilateral commitments. Through policies practice, Vietnam FDI policies advantages and limitations are analyzed, evaluated.To improve Vietnam’s policies research to attract FDI, the paper also analyze and evaluate experience in China, Thailand and Malaysia, for Vietnam learn from their policies’ advantages. Based on these, the paper present Vietnam’s target to 2020 attracts FDI amount and structure, And proposes to expand the field of encouraging investment, diversification of investment, simplify the investment approval process, strengthen the implementation of MFN and NT principles, such as improving the investment agreement signed more recommendations, to improve the efficiency and quality of FDI in Vietnam, to make contributions to Vietnam’s economic development.
