Globalization, pressure from social, political and economic, technological innovation, drastic changes of environment and tendency in the future, all these factors have shortened the products’ life cycle. With the increasing fierce competition, the New Product Development(NDP) has become a premise for enterprise to gain competitive status and achieve excellent performance. However, related survey shows that, for the vast majority of enterprises, especially those micro, small and medium enterprises with limited resources, to be successful listing of new products is becoming more and more difficult. Therefore, how to improve the development performance of new product has become a vital issue concerned of the researchers and managers. Factors lead to low NPD performance can be divided into external factors and internal factors. As to the internal ones, the process of NPD is equal to the innovation one, which not only claims developers being able to accept new things, but also calls for R&D in accordance with the enterprise’s overall goal. Thus, it requires to cultivate the employees’ organizational learning ability. Furthermore, in the process of organizational learning playing impact on NPD performance, certain transformation paths are also needed to support. As a vital factor of organizational innovation performance, management innovation plays an important role in NPD performance promotion. The rapidly change of market and technological environment are considered as the external factors. However, to date, there has been less empirical study on management innovation. Based on the literature review, this paper extracted three variables which affected the NDP performance: organizational learning, managerial innovation and environmental dynamics, selected management innovation as the intermediate variable, studied the moderating effect of environmental dynamics on the relationship among organizational learning, management innovation and NPD performance.Based on the analysis above, this paper proposed the research framework, with assumptions of the moderating effect of environmental dynamics and relationships among organizational learning, management innovation and NPD performance. Then it chose the micro, small and medium enterprises in Shunde Region to get the primary data through enterprise survey, by using SPSS21.0 and AMOS22.0, a series of methods were adopted to verify the relationship between variable hypothesis, such as the Descriptive Statistics Analysis, the Reliability and Validity Analysis, the Structural Equation Model and the Multiple Regression Analysis. The empirical results show that: ① the management innovation has a significant positive effect on NPD performance; ② the organizational learning affects NPD performance through two paths: both exploration and exploitation learning have a direct positive influence on NPD performance, and each of them can promote the NPD performance through management innovation; ③ The moderating effect of environment dynamic is various according to their paths: first, the environmental dynamics plays a significant role in regulating management innovation of exploitation learning, while not significant with the exploration learning; second, the dynamic environment plays an significant moderating effect in the process where management innovation influences the NPD performance; third, environment dynamic does not play a significant role in the process where exploitation learning affecting the NPD performance, while with the exploratory learning, the moderating effect is significant. Finally, on the basis of the empirical conclusion, this paper put forward the innovation, together with the enlightenment to the practice work, deficiencies and the future research prospect.
