There’s no debate on that greenhouse gas emission causing global warming, as a simple and easy implement policy, carbon tax policy has concerned by the international community. Activities in construction and related industries produce large amounts of greenhouse gases; the implementation of carbon tax policy will make greenhouse gas emission which is extremer environmental cost into enterprises internal cost, namely the life cycle costs of building will increase. Based on this, this paper studies on the optimization of building life cycle cost and carbon emission under carbon tax policy.This paper firstly reviews and summaries the research progress at home and abroad of carbon tax policy, building life cycle cost and building life-cycle emissions, this article puts forward analyzing and solving the problem of optimization of building life cycle cost and carbon emission under carbon tax policy. Secondly, this paper considers both environment and economics integrating life cycle assessment(LCA) and life cycle cost(LCC), and the life cyc le stages of buildings in C hina should be divided into 4 stages, namely construction material production, construction, operation and maintenance, demolition based on life cycle assessment theory, then the calculation model of carbon emission for each stage was established; Combining the carbon tax policy, carbon emission during the whole life cycle of building which is extremer environmental cost was recorded as Carbon emission cost, and the system of building life cycle cost was built, which is consist of traditional building life cycle cost and Carbon emission cost, then the estimation method of them was proposed. Finally, this paper analysis the driving factors and objective of optimization of building life cycle cost and carbon emission under carbon tax policy, optimizes building life cycle cost and carbon emission through particle swarm optimization algorithm, and builds a particle swarm optimization based building life cycle cost and carbon emission trade-off model.The purpose of this paper is to conduct an optimization study on the building life cycle cost and carbon emission based on carbon tax policy, which can not only enriches relevant theories on carbon emission reduction of construction field, does some exploration for imposing a carbon tax in the construction field, provides new insights for building will develop towards low carbonization and energy conservation, but also provides reference for sustainable development of the construction and related industries.
