Recently the problem of environmental degradation which caused by greenhouse gas emissions and energy consumption has become increasingly serious.This problem hinders the sustainable development of countries around the world.China has become one of the world's largest energy consumers in the high-speed process of urbanization.Energy saving and emission reduction work of China is facing dual pressures from both at home and abroad.Construction industry,the most potential energy-saving areas,will become the focus of energy saving and emission reduction work in China.Therefore,how to carry out the work of building energy saving and carbon emission reduction effectively is very important.Chongqing as one of the four municipalities,whether from the geographical location or administrative status,plays an important role in the national development strategy.However,the annual average increment of Chongqing's building energy consumption is in the middle level of the whole country and it is the highest of four municipalities.Hence,it is urgent for Chongqing government to carry out the work of energy saving and emission reduction.Furthermore,the effective implementation of energy-saving and carbon emission reduction in construction industry in Chongqing has an important effect on promoting building energy-saving and carbon emission reduction in China.Administrative intervention of government is the main driving force for the implementation of energy saving and carbon emission reduction in China.Therefore,this study analyzes the policies of building energy saving and emission reduction introduced by Chongqing government in recent ten years.Then the existing problems and shortage of building energy saving and carbon emission reduction policies are discussed.Finally,some suggestions are proposed to implement energy saving and emission reduction effectively in China.Based on the content analysis method,this study analyzes energy saving and emission reduction policies of Chongqing comprehensively and systematically.According to processes of content analysis,policies of building energy saving and emission reduction since 1995 in Chongqing was collected firstly.Then a threedimensional analysis framework including policy tool dimension of building energy saving and carbon reduction,building life cycle dimension and time dimension was constructed.Thirdly,based on the analysis framework,this paper conducts quantitative and qualitative analysis on the content of Chongqing's building energy saving and emission reduction.Finally,the results are listed as follows: 1)the implmentation of different types of policy has many drawbacks and the degree of coordination between different types of policy is low.2)Most policies focus on the middle stage of the building life cycle and ignore other stages.The regulations and standards in operation and maintenance stage is not enough and subsidy policies of energy consumption are neglected.3)The number of policy tools on the time dimension is increasing,in different stages of development show the initial increase,late fall characteristics.Based on these findings,this study summarizes the development and characteristics of energy conservation policies in typical developed countries.Learning from the experience of developed countries,this study proposes some suggesstions,such as promoting building energy conservation and emission reduction gradually,improving the building energy efficiency regulations and standards system,strengthening the internal coordination of information policy tools,optimizing the structure of economic incentive policy tool,optimizing the combination of policy tools,and establishing a policy system which covers building life cycle.Therefore,the study provides a reference for the implemention of energy saving and carbon emission reduction in construction industry.
