2014 national energy work conference pointed out: in 2015 to carry out energy consumption revolution, the revolution of energy supply and energy technology revolution, and strive to improve the level of energy efficiency and emission reduction. Energy and chemical industry is the pillar industry of Shaanxi Province, the development of key industrial projects adhere to the Shaanxi province in recent years, the development of energy and chemical projects in Shaanxi province has created favorable conditions. In the new era to seize opportunities, improving the quality of energy and chemical projects, choose the economic, social, resource and environmental protection coordinated development of outstanding construction projects, has become a problem to be solved. Therefore, energy and chemical project quality comprehensive evaluation is important issues that is worthy of our in-depth discussion and research.In this paper, based on reading a lot of related literature at home and abroad and on the energy and chemical projects in Shaanxi Province on the investigation and research, the use of systems theory and extenics theory research on the comprehensive evaluation of the quality of energy and chemical projects. First of all, based on reading literature and data research, of the energy and chemical projects in Shaanxi province were analyzed by SWOT, expounds the existing problems, by using extension analysis method, the influence factors of energy chemical industry project quality were analyzed, contains the analysis, conjugate analysis and divergence analysis extension analysis; Secondly, on the basis of system theory combined with SWOT analysis and extension analysis, building the energy chemical industry project quality comprehensive evaluation index system with 5 criteria layer which composed by resource utilization, pollution emissions, economic contribution, the intensity of investment and technological innovation and 22 indicators; Third, on the basis of quality evaluation index system construction of energy and chemical projects, with the extension of optimal degree evaluation method, by determining the classical domains, domain and evaluation matter element, and then calculate the degree of association, to determine the evaluation matter element level, to establish the energy and chemical project quality comprehensive evaluation model; Finally, to 3 shaanxi energy chemical engineering project as an example for the empirical analysis, then the three project data generation that from feasibility study report, the eia report and expert questionnaire into the evaluation model, by calculating correlation degree, get the evaluation of grade 3 project, according to the rating to sort and filter out the best quality of project project.The purpose of this study is to analyze factors that promote the quality of energy and chemical projects, and rely on priority degree evaluation to select the optimal project, provide the theory basis and some proposals for the government decision-making for investment and construction of energy chemical industry project, at the same time, provides a new method for energy and chemical industry project evaluation.
