Research On The Government Function Mechanism Of Talents Convergence In The Transportation Industry

With the globalization of economy, information and technology, competitions are becoming more and more fierce range from nations to enterprises, in which the talents are the most ones. At present, China’s transportation industry is facing enormous challenges from traditional industries to the modern service industry, and in all aspects such as business management, facilities construction are inseparable from the talents. At the same time because it is difficult to eliminate the monopoly of transportation industry fully in the short term, the role of the government becomes more important. Thus, strengthening the talents gather of transportation industry and establishing a government function mechanism for China’s transportation industry is imperative.This paper analyzes all kinds of influencing factors of talents convergence in transportation industry, and extracts the factors associated with the government, so as to establish a system of influencing factors relevant government. The system contains 3 dimensions—government policy, government investment and government service —which include a total of 13 specific variables. Secondly, it quantifies and estimates the influencing factors relevant government in all kinds of factors of talents convergence in transportation industry through the GMS6.0 based on the Gray System Theory, the role of government function is divided into direct action type, combined effects and indirect category according to the evaluation result. Finally, this article establishes a government function mechanism of talents convergence multi-body integration in the transportation industry based on the theory of government role, including regulatory mechanisms, dynamic mechanism, gathering mechanism and safeguard mechanisms.The most important contribution of this paper is to propose a series of policy recommendations and improvements for government in terms of industry talents convergence, expected to help the government find a reasonable pattern of behavior or role in the transportation industry talents convergence areas, thereby contributing to the development of the transportation industry.
