Under the new norm of economic development in China, small and medium enterprises play an extremely important role in promoting this sustained and rapid development of national economy, alleviating employment pressure, promoting market prosperity and social stability. Our country’s socialist market economy development time is relatively short, small and medium enterprises started late, especially in the high-end talent shortage, talent is the bottleneck restricting the development of sites. Only through carrying out staff training, to conduct an inventory of the stock of human resources in small and medium-sized enterprises, to solve the problem of the shortage of talents in the current face of the small and medium-sized enterprises. In this paper, the internal training for small and medium enterprises as the object, through the analysis of the status qua, problems, and proposed building the internal training system for small and medium enterprises.On the theoretical level, it is a theory which is based on the research results of the domestic and foreign advanced research. It is also a theory that link up the staff training’s every link and enrich the system of small and medium-sized staff training system,such as training needs analysis, organization and management, system and so on. On the practically level, to further explore for small and medium-sized enterprise internal employee training more specific and effective training direction, through the analysis of domestic and foreign current situation and problems 0f training.In the course of the study, the research methods of investigation, literature research, case analysis and other research methods are used to analyze the experience and practice of staff training of the small and medium-sized enterprise, and to find out the problems existing in the content, square and effect of the small and medium-sized enterprise. The ultimate goal is to explore the Training needs system, the Organization system, the Regime system, the Plan and process design system, and the Evaluation system of the small and medium-sized enterprises.This paper has five parts, the first part is the overview, such as the research background, the main problems, the research significance,the concept,the research method and the structure of the article and innovation points on the line. The second part is the research summary, the current domestic and foreign for small and medium sized enterprise staff training, the main point of view, through the advanced research results, to find out the current research problems and shortcomings, and put forward the research direction of the article; The third part is about the status qua and problems of small and medium sized enterprise staff training, through field visits and questionnaire survey, etc., to take qualitative analysis and quantitative analysis, to reveal the current situation and problems of small and medium sized enterprise staff training, the fourth part is the problem of small and medium sized enterprise staff training, and the fifth part is the construction of the Training needs system, the Organization system the Regime system, the Plan and process design system, and the Evaluation system which is exist in the small and medium-sized enterprises.
