The Research Of Risk-sharing Mechanism Of Urban Rail Transit Project Based On The PPP Model

Urban rail transit is a large-scale infrastructure project, not only to the country’s economic development, but also an important means to promote the urbanization process. The investments of urban rail transit are large-scale, and the operating costs are very high, so by government investment alone can’t meet the needs of project development.In the urban rail transit PPP model, the parties involved in the project have a different understanding of the key risk factors, and they think that the risk of compensation and their income is not proportional. So the risk-sharing becomes the focus of controversy between the parties involved in the project.Based on the PPP model, this thesis carries on research from the angle of how to reasonably develop risk-sharing mechanisms of the urban rail transit project. The main contents are as follows:1. Through literature research, research status at home and abroad of the PPP mode risk sharing are reviewed and analyzed in-depth. The thesis also analyzed the characteristics of PPP model. The basic theory of the PPP model is studied.2. The thesis introduced the risk factors for PPP projects. The main risk in the PPP project and the identification method are analyzed, to determine the main risk of the parties set. The thesis studied the principle of risk sharing of PPP projects. The main problems of the PPP project risk allocation has been clear about also.3. Based on the shared principles, this thesis established the index system of risk evaluation of the PPP project, and build the urban rail transit of the PPP project risk sharing model.4. From two aspects of behavior guidance system and behavior naturalization system of urban rail transit of the PPP project risk sharing, mechanism has carried on the design.5. Through the study of the Shenzhen metro line 5 project, this thesis demonstrates the risk sharing model’s correctness and applicability in urban rail transit of PPP projects.This thesis aims to study and establish a reasonable, effective and accurate risk sharing mechanism of the PPP project, make the urban rail transit project participants more rational and cautious when risk sharing, and makes the main risk factors in the various project participants shared properly.
