The research on ordering and delivery problems is an issue of common concern among academics and scholars in supply chain environment. A good ordering and delivery strategy not only can reduce the total cost and improve the efficiency of the supply chain system, but also can flexibly delivery products for every retailer with different delivery frequency, and deal with retailers’shortage losses caused by uncertainty market demand, furthermore, guarantee the service level of each retailer, and at the same time balance the unfairness problem caused by the difference of service level among retailers. Therefore, this article choose the ordering and delivery joint optimization problem as the research object in single supplier and multi-retailers supply system, building ordering and delivery joint optimization model considering balancing under unequal delivery frequency, to achieve optimal goal of enterprise economic benefit and service level balancing, which has important theoretical significance and application significance.The main work of this paper includes:(1) Building the ordering and delivery joint optimization model under equal delivery frequency. This paper deal with the retailers’ordering together with supplier’ delivery, building a joint optimization model of ordering and delivery problem with the equal delivery frequency, and through the analysis of the model, a reasonably joint optimization strategy come to the ordering and delivery problem under the condition of demand uncertainty.(2) Building the ordering and delivery joint optimization model considering balancing under unequal delivery frequency. This paper then adopt a more flexible strategy of unequal delivery frequency to different retailers under the condition of demand uncertainty, at the same time,this paper take the service level balancing and economic factors into consideration instead of considering the economic factors only. Through the processing of unequal delivery frequency and the analysis of service level balancing factor, this paper obtained reasonably ordering and delivery strategy.(3) Using the MTS heuristic algorithm (Mixed Tabu Search) to solve the proposed model and analyze the numerical example. Taking the supply chain system of Shenyang Baosteel distribution center’stainless steel products as an example, this paper use the Mixed Tabu Search Algorithm heuristic Algorithm solving the proposed model,and then provide reasonable ordering and delivery strategy for enterprise decision-making. Through the numerical analysis, the validity of the model is verified.In this paper, the proposed model of ordering and delivery joint optimization model considering balancing under unequal delivery frequency will enrich the research on ordering and delivery problems in supply chain system. At the same time, the research on the service level balancing factor in this paper provides valuable guidance for maintaining cooperative relations with customers and improving customer loyalty for enterprises.
