The Research On Social Security Problems Of Land-lost Farmers Of District Dalian

After carrying Developing Old Industrial Base-Northeast china (NOBD) into execution,Dalian has been endowed with the history mission of constructing the regional core city. For the case of city resources remnant and space limited, Dalian City Committee and Government make the strategic policy as "Speed up the urbanization process" to realize transition from" one center" to "many centers". As the fast promotion of the development, various problems comes out and revealed, especially the social security problems of the land-lost farmers caused by land expropriation, for this has become the outstanding problem which become the disharmony factors affected the economic and social development. Therefore, to solve the land-lost farmers social security problem, which is with the great significance for protecting the farmers lost land, promoting the economic development and maintaining social stability.On the foundation of extensive reading, the thesis take the land-lost farmers during the promotion of Dalian Urbanization Process as the study subjects, applying relative theory of public management and economics and analyzing abundant data to point out their social security situation and living problem of the landless farmers, and present the countermeasures accordingly.The First Part:Mainly detailed about the study background and importance, the research status in China and aboard, the research measure.The Second Part:Mostly talk about the significance of the farmers, lost-land farmers and the social security. Indicating there are necessary five theories foundation for researching, were Marginalization Theory, Marx’s Social Security, Pigou Welfare Economics, Welfare State and Urban-Rural Dualistic Structure.The Third Part:It mostly introduce the existence of main problems of Dalian land-lost farmers. This part elaborate from three aspects, as the living condition, the social security revolution disadvantages and defects related to the land-lost farmers.The Forth Part:Learned from the successful domestic or aboard experience of social security revolution related to the lost-land farmers. Described the advanced revolution of social security system and lay the foundation which would use for reference of next aspect.The Fifth Part:The solution of the social security development to the land-lost farmers. Point out the problems appeared during the social security revolution, and indicate the specific countermeasures and solution from two aspects as the social security frame and supporting measures of social security system for land-lost farmers. In order to build a good social security system for land-lost farmers which can protect the benefits of the farmers lost land.The sixth part:Conclusions.
