As the northeastern old industry base, there are a lot of heavy energy consumption industry in Liaoning province. Liaoning is a big province of energy consumption in the northeast. With the rapid development of economy, energy consumption of Liaoning province is increasing, from 63.251 million tons standard coal in 1985 to 223.139 million tons standard coal in 2012, the average annual growth rate is up to 13.1%. Such a high growth rate reflects the economy development of Liaoning province depends on the energy heavily. Through seeing the historical data, we know that with technology progress, the energy use efficiency is also improving. Therefore it poses a problem:with the improvement of energy use efficiency, energy consumption has not reduced but increases. So we need to dig the deeper reason. The energy rebound effect can result the energy consumption increases while energy use efficiency is improving. So, whether there is a energy rebound effect in Liaoning? How much is it if it exists? It need a further consideration.Research uses Solow residual method and Malmquist index method calculate energy rebound effect of Liaoning province respectively. Solow residual method calculates technological progress contribution rate indirectly through estimating parameters, thereby measure the rebound effect; Malmquist index method is a non parameter method, it could calculate technological progress contribution rate directly, thereby measure the rebound effect.The result shows that:the energy rebound does exist in Liaoning province. The energy rebound effects calculated by two methods are close and variation trends are almost identical. By comparing the results of two models, we could obtain an accurate rebound effect of Liaoning province. The energy rebound effect of Liaoning from 1986 to 2012 shows a fluctuating trend, but it is still relatively stable on the whole. Through comparing with the whole country, we can found that the energy rebound effect of Liaoning province is high. Through further analysis of the result, we found that energy rebound effect of Liaoning is increasing in recent years. It suggests that technological progress has not effectively reduced the energy rebound effect. If we want to reduce energy rebound effect even solve the rebound problem, we should combine with the industrial structure adjustment, energy price reform and tax regulation at the same time. As coal is the main energy consumption in Liaoning province, reducing the rebound effect is also good to the environment.
