Since August 24,2015 the State Council issued "on the implementation of rural contractual land management and farmers' housing property rights mortgage pilot guidance" since the provinces and municipalities have carried out on the contractual land management and housing property rights mortgage(below Known as "two rights" mortgages)."Two right" mortgage pilot as a new initiative to raise farmers fixed assets,rural land finance reform and farmers to develop channels are of great significance.Anhui Province belongs to China's inland areas,more plain forests,abundant water resources,suitable for the development of agriculture and forestry.But the city is more rapid than rural development,rural residents into the city workers,rural areas have been a lot of idle farmland and homestead,how to rational use of these idle assets;new agricultural management of the main scale of development,production and operation need more funds,The current lack of collateral is a problem that needs to be addressed,which makes the demand for "two-way" mortgages in Anhui Province,which is more developed in agriculture,more urgent.The end of 2015 issued by the State Council documents,but also to determine the 11 counties in Anhui Province(district)pilot mission.How to do a good job in the development of "three rural" under the premise of "two rights" mortgage pilot work,not only the task of the agricultural sector,for the local land transfer financial market is also a test."Two right" mortgage loans not only play an important role in promoting rural land reform,but also has practical significance for the innovation of rural land financial system.Based on the analysis of the scale of land circulation and the scale of special loans in the pilot areas of Anhui Province since the end of 2015,this paper summarizes the operation mode of "two right" mortgages in Anhui Province,Province Jinzhai County pilot situation analysis,to explore the problems found in the pilot process,in order to better promote the "two rights" mortgage in Anhui Province pilot work to make recommendations.In this paper,through the analysis of the theory and literature and the analysis of the pilot cases,it is found that Anhui "two rights" mortgage loans may be difficult to assess the assets,financial institutions to participate in low enthusiasm,farmers apply for loans is not active,the relevant financial regulations imperfect and so on.And through the domestic and foreign "two rights" mortgage model for empirical reference,proposed the future development of Anhui Province,"two rights" mortgage needs to improve the farmland value recognition system,improve the financial market supervision,strengthen the publicity of farmers,the establishment of specialization Land transfer platform,improve the relevant legal system,and promote the implementation of government protection and other policy recommendations.
