The research of land contractual management rights mortgage in rural areas in China for a long time, the issue of financing difficulties is one of important factors that restricting the development of "three rural issues:agriculture, rural areas and farmers". Especially in the less developed western regions, the lack of supplement, dislocation of supply and demand, and unreasonable industrial structure of rural finance are three key factors that lead those areas lag behind, have lower development of agriculture, and lower income of farmers. The3rd Plenary Session of18th Central Committee of Communist Party of China pointed out that:" stable land contractual management relations in the rural areas and remain it in a long-term stability, under the prerequisite of persisting and consummating the most strict cultivated land protection system, giving farmers the possession rights, using rights, earning rights, rights of circulation and pledge the right of land contract and managing, and guarantee power for the contracted land. Moreover, allowing farmers invest in the industrialization of agriculture by using their rights to land contractual management which means the right of land contractual management could be used as pledge. The land, as essential productive factors, could be involved in financing issues which could give a new solution on the financial problems in rural areas. By developing land contractual management rights mortgage would break the restriction which the land in rural areas could not be used as collateral, this revolution would give a new way to solve the problems of funds shortage. At the same time, this revolution would promote the development of agricultural industrialization and rural financial development effectively, also would promote the development of modern agriculture.This article is about underdeveloped western regions--A Case Study in Sansui Kerry region, about the lack of funds which is for the development of three rural issues,the state has grant the right of mortgage for Circulation of Rural Land Contracted Management Right, in the ground of lack effective collateral for financing in the Agricultural economic entities of this area, based on the main development of rural financial institutions and agricultural economy in the region, By Surveying of the demand and supply situation of the mortgage Circulation of Rural Land Contracted Management Right for loan, analyzing the Demand characteristics of mortgaging Circulation of Rural Land Contracted Management Right for loan and Supply will and behavior of the Financial Institutions for developing the mortgaging Circulation of Rural Land Contracted Management Right for loan in this area, and the risk and advantages of mortgaging Circulation of Rural Land Contracted Management Right for loan in Sansui, by learning the advanced experience of foreign countries, Propose how to build the model of mortgaging Circulation of Rural Land Contracted Management Right for loan, and the measures of risk prevention, Provide decision-making reference for solving the region’s "three rural" financing, at the same time,Providing financial support for the theory of rural financial institutions in the region to improve financial services.This article uses survey fieldwork analysis the demand and supply situation of the mortgage Circulation of Rural Land Contracted Management Right for loan in Sansui, using comparison and reference comparison method Contrasting the features of different modes of mortgage Circulation of Rural Land Contracted Management Right for loan, and through case studies of the Supply will and behavior of the Financial Institutions for developing the mortgaging Circulation of Rural Land Contracted Management Right for loan in this area.The innovation lies in this article is that Combined Sansui County "three rural" economic characteristics, proposed rural land contracting right mortgage risk prevention measures.
