Government investment is an important means of macroeconomic regulation and control. It is an important way for government to implement economic management functions. Public projects are always the focus of our government. In order to improve the management level of government investment projects, reform the position and function of government investment projects, improve the efficiency and benefit of government investment.National "Twelfth Five Year Plan" to increase the total social investment in fixed asset investment, from the Xinjiang Department of transportation figures show that: from 2011 to 2013, Xinjiang was built 3933 kilometers of highway, which is built on behalf of the highway 1933 kilometers, accounting for 49%. 2013 Xinjiang completed a total of 35.2 billion yuan of investment in fixed assets, of which the construction projects completed 22.6 billion yuan, accounting for nearly 65%. This can be seen in the individual provinces of highway construction management power is not enough, the lack of large-scale highway construction experience, the "agent system" mode is still regarded as the first choice.Selected eight Highway Engineering Construction Agent Project(DMU) as the evaluation object, evaluation index data of each decision making unit(DMU) collected, and index of unifying the dimension of all data, after the reunification of the dimensionless data are substituted into two stage network DEA model, so we can draw a conclusion that the eight decision unit of the first stage and the second stage of the technical efficiency(CRS), pure technical efficiency(VRS) and scale efficiency(SE), on the efficiency of two stage values are compared and analyzed, so as to find out, respectively, resulting in two stages of operating performance for the causes of low, and put forward the different stages of the related proposals to improve. Compared with the traditional DEA efficiency results, it is found that the DEA method is more suitable for the construction of highway engineering management performance evaluation.
