The Statistical Measurement Of The Level Of China’s Urban-rural Integration

Based on the background of the increasingly significant urban-rural dual structure, it has been the long-term topic for China to adjust the urban-rural relationship to change the urban-rural dual structure into the urban-rural integration. The report of The Third Plenary Session of the 18th CPC Central Committee had clearly pointed out that the urban-rural dual structure is the main obstacle of the development of the urban-rural integration and took a whole part to discuss the problem about improving the system of the urban-rural integration mechanism. It has very important significance to comprehensively promote the development strategy of the urban-rural integration. In this process, we must supervise its changes at any time and adopt the targeted policies and measures by the corresponding results. It is based on the above background that this article launches to the research.Firstly, based on the summary of the domestic and foreign theory of the urban-rural integration from the perspective of qualitative and quantitative, this study redefined the connotation of the urban-rural integration from the system research that the development of the urban-rural integration is the process of the highly coordinated development between the urban system and the rural system. Secondly, this paper constructed the index system to measure the level of the urban-rural integration from the views of the economy, the society, the culture and the environment. Then, this article constructed the index of the urban-rural integration from the development index and the coordination index, and furtherly, analyzed their respective contributions to the comprehensive index from all aspects. Finally, on the one hand, this text measured the urban-rural integration level of China from 2000 to 2013, including the level of the whole urban-rural development integration index, the urban-rural economy integration index, the urban-rural society integration index, the urban-rural culture integration index and the urban-rural environmental integration index. On the other hand, the paper deeply analyzed the reason of the changes of the comprehensive index.From the results of this study, it is concluded that the comprehensive index maintained steady growth, which benefitted from the development of urban and rural areas, while the level of the coordination between urban and rural areas was falling. On the basis, this paper provided the specific measures and recommendations to promote the urban-rural integration development in all aspects.
