Under the background of global economic integration, and the peaceful development of cross-strait relations, agricultural exchanges and cooperation between Taiwan and Jiangsu province has achieved a rapid development. Since 2006, two of the cross-strait agricultural cooperation experimental zones have been set up in Suzhou and Yangzhou respectively; five state-level Taiwan farmers business incubator park in Wuxi, Nanjing, Huaian, Nantong, Yancheng respectively; six agricultural cooperation venture parks between Jiangsu and Taiwan in Xuzhou, Zhenjiang, Suqian, Nantong, and Lianyungang respectively. The number of Taiwan agricultural cooperation Park reached 13, the total number of the Su-Tai cooperation Park ranks first among the provinces.In this paper, field research methods were used to investigate some typical Su-Tai agricultural cooperation Parks, and summarizes the development status、experiences、and existing problems of Su-Tai agricultural cooperation Park. Su-Tai agricultural cooperation Park promotes the building of modern agricultural framework and increase the export-oriented agricultural development in Jiangsu, its platform function is visible. At present, some problems urgently need to be solved for further development of the park, mainly including following points:Firstly, the planning is not clear, the park features is not obvious; Secondly, the Park construction land is less, influencing the sustainable development of enterprises; Thirdly, Taiwan elements and the proportion of Taiwan-funded enterprises are less; Fourthly, the management system is not perfect, the imperfect management system affects overall function of the Park. Fifthly, Poor financial services affect development of the park enterprises; At last, Taiwan-funded enterprises technology spillover effect is low, the driving effect is not obvious.Further use of SWOT matrix analyzes development opportunities and threatening weaknesses of Su-Tai agricultural cooperation park, There are four major advantages:the advantage of location, The economic foundation of Jiangsu and Taiwan is better, agriculture factors are highly complementary, The advantages of local policies are highlighted; three disadvantages:management system is not perfect, Supporting policies do not reach the designated position, the Jiangsu Taiwan development cognitive need to be fusion, construction land and financial problems need to be solved. Opportunities exist from three aspects:the development of cross strait relations and the advantages of Jiangsu economic development, Taiwan enterprise willing to invest, the agricultural development of Jiangsu look forward to upgrade. Facing threats from two aspects:political factors, the competition from areas of Taiwan agricultural cooperation Park.Through investigation and analysis on the Su-Tai agricultural cooperation and agricultural cooperation park construction. Some policy recommendations are put forward. 1, Introducing preferential policies, To improve construction land targets of Taiwan farmers and agricultural cooperative venture park; 2, Introducing policies to encourage science and education units in the province to carry out extensive Production-study-research cooperation with enterprises in the park, to provide scientific and technological support and staff training and other services for the park enterprise; 3, To formulate the corresponding financial policy at the provincial level, opening more channels to raise funds for the enterprises in the park, perfecting the taxation policy, improving the hematopoietic function of the enterprises in the park; 4, Introducing policies to support the development of leading enterprises in parks, In order to build the park features.
