Research On The Promotion Policy Of Agricultural Cooperation Between Guang Dong And Taiwan Under The New Conditions

At present, the cross-strait relations have undergone positive significant changes, the Guangdong-Taiwan economic and trade cooperation and cultural exchanges have become increasingly close. As an important part of economic and trade exchanges and cooperation between Guangdong and Taiwan, Guangdong-Taiwan agricultural cooperation, has special significance, no matter for Taiwan businessmen to open up a new round agricultural career on the mainland, or for the reform of Guangdong's agricultural, agri-business upgrading, the impetus to the construction of new countryside, or for the cross-strait relation's development and integration.This paper aims through analyzing the model of promoting agricultural development under the new situation, to research ways to promote agricultural cooperation between Guangdong and Taiwan. The main issues to be addressed are:through the Guangdong and Taiwan's agricultural development complementary analysis, to find the basis for agricultural cooperation between the two places; the changing situation at home and abroad, how to impact agricultural cooperation between Guangdong and Taiwan; to establish the model of promoting agricultural cooperation development between Guangdong and Taiwan, and analysis the relevant elements of the model; to identify outstanding problems and propose countermeasures. In addition to the introduction, the paper is divided into four parts:first, the basic situation of Guangdong and Taiwan's agricultural and their complementary analysis; second, the present situation of Guangdong-Taiwan agricultural cooperation and the challenges of the new situation; third, the promoting model of Guangdong-Taiwan agricultural cooperation; fourth, Guangdong-Taiwan agricultural cooperation countermeasures and developing direction recommendations.The basic points that this paper would like to express are:1, Guangdong and Taiwan's agricultural development complement each other determines the basis for cooperation between the two places. by analyzing the fundamentals of Guangdong's agriculture and the development process of Taiwan's agricultural, it's listed that their respective strengths and weaknesses, both Guangdong and Taiwan. And by researching the complementarity of the two agricultural development, it's to explore the cooperant foundation.2, In the face of changes of the situation—the entry into WTO, the cross-strait "three links", as well as the new requirements of rural reform and development in the Third Meeting of 17'th Communist Party's Plenary Session, they are both existed that opportunities and challenges in Guangdong Agricultural Development. So agribusiness and agricultural upgrading has becoming an inevitable choice.3, The in-depth analysis for the various elements of agricultural development promotion model, can effectively support Guangdong-Taiwan agricultural cooperation to play a role in agricultural upgrading of Guangdong.The three following areas of innovation may exist in this paper:First, from macro-political environment of the cross-strait relations, combined the changing related situation at home and abroad, to analyze the impact of agricultural cooperation between Guangdong and Taiwan. Second, the paper try to establish the model of promoting agricultural cooperation development between Guangdong and Taiwan, and propose science and technology how to change the role of agriculture upgrading, thus to contribute to build the chain. From the perspective of agricultural cooperation between Guangdong and Taiwan combined with the model, to research how to promote the development of agricultural industrialization in Guangdong, and through factor analysis to research questions and countermeasures. Third, from the perspective of the region balanced development, to study agricultural cooperation between Guangdong and Taiwan.
