Under our country’s current legal system, study the system defect and complete from the theory and practice that the land storage system exists, as to the thing that the urban government further improves system design, make the land storage system develop significant in order to reach the policy goal better.This text focuses on the subject problem of the land storage system, the theory is analyzed and combined with case study, have put forward one’s own view and policy recommendations.
