Just over 30 years, Zhuzhou has become the important area of China in which a large number of textiles and garments have being traded、producted and processed. However, the core competitiveness of small and medium garment enterprises in Zhuzhou is still not strong enough. With the change of the external environment, the development of enterprises is facing difficulties. Small and medium garment enterprises of Zhuzhou can only accelerate the pace of transformation in order to achieve its sustainable development. Based on the analysis of the development situation and the transformation of small and medium-sized garment enterprises in Zhuzhou, the paper puts forward the direction of the transformation of small and medium-sized garment enterprises in Zhuzhou, and puts forward the successful experience of the typical countries and regions. From the three levels of enterprises, industry associations and government, the paper puts forward the transformation strategy for small and medium garment enterprises in Zhuzhou.Through investigation and research, the following conclusions are drawn: Firstly, around the goal of building a hundred billion apparel industry cluster, small and medium garment enterprises in Zhuzhou need to adjust ideas, accelerate the transformation; Secondly, through the use of SWOT analysis method, the advantages and disadvantages, opportunities and threats of small and medium-sized clothing enterprises in Zhuzhou are analyzed comprehensively. This paper puts forward the implementation path of SO strategy, WO strategy and ST strategy, enterprises can choose according to their own actual; Thirdly, on the basis of drawing lessons from domestic and foreign medium and small garment enterprises, enterprises need to combine with the actual situation of Zhuzhou regional economy, industrial cluster and enterprises themselves, and make a combination and dynamic adjustment to the growth mode, management strategy and target market; Fourthly, the transformation of small and medium garment enterprises in Zhuzhou need to be researched and promoted by enhancing the level of strategy, business, government and industry associations as the three main body of the market economy need to form a joint force.The innovation of this paper is mainly reflected in two aspects: Firstly, from the perspective of management innovation, this paper has put forward the transformation ideas of the competition and development of the regional domestic garment enterprises and has explored the transformation of domestic oriented small and medium garment enterprises under the background of being built hundreds of billions of apparel industry cluster in Zhuzhou and the coastal areas of clothing enterprises being turned to the domestic market competition which has important practical significance; Secondly, from the perspective of the regional enterprises, this paper systematically studies the transformation strategy from enterprises, industry associations and government three levels which provides a theoretical and practical reference for the transformation and development of regional domestic SMEs..
