This article obtains from the concept of new urbanization, to our country’s current government investment projects and the status of the urbanization as a background, by understanding the difficulty of financing of local government,combined with the new content of urbanization construction and the characteristics of PPP financing model. This article discussed the PPP financing mode in the new urbanization in the path of the specific implementation, process and risk analysis and countermeasure, etc.; Through citic binhai new town project practice and experience of the PPP mode concluded in urban operation as the goal, through innovative public-private partnerships with government established the PPP model for leading the new urbanization development pattern in the future.Conclusion there are three in this paper: One is through a large number of literature and policy studies of new urbanization construction content highly correlation with PPP mode, especially the PPP mode can effectively solve the problem of its financing, and from the macroscopic and microscopic aspects for the PPP financing model puts forward the path selection. Second, the concept,characteristics of PPP models is discussed in system, and puts forward matters needing attention on the key link, and the PPP mode risk analysis, put forward the countermeasures, make the PPP mode more field. Three is, through the case analysis, together with the economic situation of our country, puts forward the city type operating advantages and significance of the PPP mode, the use of PPP financing model proposed PPP model system of laws and regulations, the key to choose a few big breakthrough, make the PPP project risk early warning mechanism and so on for a long time.
