In this paper, according to the questions, the research question, to solve the problem, the integrated use of international popular ISO9001, HACCP and relevant theory, combined with China’s regulations, by Chinese and foreign dairy products quality and safety control of the introduction and comparison of existing in our country dairy products quality and safety control system are discussed in this paper, the problems and causes of imported milk powder production enterprises to establish evaluation index system is established.Main contents and results in this paper are as follows:1. The influence factors of the quality and safety of dairy products. From microbial pollution, chemical pollution, general health status of dairy cattle, practitioners and so on were analyzed, and puts forward the factors affecting the safety of milk and dairy products are mainly:biological hazards, physical and chemical hazards.2. Theories analysis based on the safety of diary products. Through the analysis of theory and control theory, crisis management, process management, and corporate social responsibility management from the system, clear the dairy quality and safety control of the ideas:analysis of the facts of science based, using the method of process control, to analyze from human, machine, material, method and environment factors, review the corresponding parameters, to ensure that the dairy products production activities controlled. This chapter provides a theoretical basis and support for the follow-up study.3. Introduce of the safety of dairy products at home and abroad. This chapter through carries on the analysis dairy products quality to our country and abroad and safety control system from two angles of government, enterprise, and with the developed countries of dairy products quality and safety control system are compared, revealed the existence of system on the whole question of China’s dairy products quality and safety control, to provide "the matters needing attention for design week imported dairy products quality safety control system".4. The establishment of the imported dairy products enterprise evaluation system, the establishment of a procedural provisions of the assessment of import dairy products enterprise. From board preparation, before the start prepare review board meeting, the review, laboratory investigation, certification validity investigation, on-site inspection procedures, review meeting, report writing and so on were analyzed, and the procedural provisions of the assessment of import dairy products enterprise is established.Consider the enterprise’s location and factory, workshop and workshop, equipment, health management, the requirements of raw materials and packaging materials, production process of food safety control, inspection, storage and transportation of products, product traceability and recall, training, management agencies and personnel, records and file management and other aspects to carry on the design, established a relatively complete import dairy products enterprise evaluation indexes system, and successfully applied to importing dairy products enterprise.
