Along with our country economy rapid development, population and age structure have changed, aging population problem becomes more and more highlighted. Liaoning province has stepped into an aging society before China, the elderly population percentage has reached more than 19% by the end of 2014.It becomes the highest level of an ageing population and the most complex province in the country. Although delay retirement reform disputed for a long time, head of our country made it clear that China will adopt the gradual delay retirement reform step by step. Delay retirement reforms coming soon, correct prediction of the impact and looking for positive response is particularly important.Population aging has raised pension funds imbalances and the employment problem. It has bring heavy burden to Liaoning’s society and enterprises, restricted the development of economy, and even affect the whole social harmony and stability. This paper analysis the situation of Liaoning province, Dig up the delay retirement’s influence to the balance of pension fund and the labor market, First, with theoretical analysis as the breakthrough point, provide theory support for the delay retirement. Second, analyze the characteristic and social problems of aging population in Liaoning province, predict the development trend of ageing population in the future to prove necessity of the delay retirement. Third, analyze the contradiction between the current retirement system and situation of Liaoning province; Then, predict delay retirement reform and measure the effect to pension fund balance and the labor market; Finally, recommendations to put forward delay retirement policy. Correct analysis will promote Liaoning province respond to delay retirement reform actively.
