There are altogether 402 large irrigation areas in our country, most of which were set up during the 1950s and 1960s. After many years of low-level operation, they can not meet the requirements of the development of our national economy. Since 1999, Huai’an has implemented reconstruction of supporting facilities and water-saving reformation projects of eight large irrigation areas within the city.This paper will introduce the natural conditions of topography, landforms and agricultural production, as well as the project construction. It will explore the main present existing problems.Based on the research on the performance evaluation of the water-saving reformation projects at home and abroad as well as the analysis of the established relevant theory about performance evaluation system, the comprehensive evaluation method is selected to evaluate the performance of the water-saving reformation projects of large irrigation areas in Huai’an City.The performance evaluation indicators are established according to the four aspects, ie. ecology, resource, economy and society. Also,13 sub-indicators are chosen to set up a performance evaluation index system. The simplified experts study method is employed to determine each index weight and the analytical model is set up via the use of weighted Topsis method.The optimal scheme and the worst one are found out by virtue of the normalization processing of the indicators data. It just happens to work out the actual situations of water-saving reformation projects of eight large areas as well as the weighted distance between the optimal solution and the worst one. Consequently, the differences will come out between the actual solution and the optimal one, and thus the performance of the water-saving reformation projects can be sequenced comprehensively in eight large irrigation areas.To conclude, the paper will put forward the suggestions on the water-saving reformation projects of Huaian large irrigation areas and the research prospects in the future.
