The complexity, decentralization and mobility of construction result in that the traditional methods of safety management and safety compliance don’t have a good effect on accident rate reduction, and the main reason is the lack of staff interaction and participation and organization learning. But the current research on the relationship between social capital and safety performance and organizational learning in construction enterprise is very rare. For construction enterprise, the enterprise internal links, interaction and mutual trust, knowledge of construction enterprises to individual skills into the wisdom of the collective, and enhance the safety performance needs to be addressed. Through explore the relationship between the variables, the article try to find the way to improve the level of organizational learning, and enhance the safety performance in the end.On the basis of literature study and questionnaire survey, this article researches the content and the relationship between the variables in the construction enterprise. This article builds a conceptual model for the relationship of social capital and performance in the safety with organizational learning as mediator. By sending out 202 questionnaires to collect the needed data, this article uses the SPSS19.0 and AMOS 17.0 to relate statistical analysis and builds a structural model (SEM). The result shows that organizational learning plays a full mediating role between employee engagement, trust relationship and the enterprise performance in the safety. However, it plays a partial mediating role between cognitive dimension and safety performance. Further analysis of the effect of social capital in three dimensions on the safety performance, the result shows that the influence of cognitive dimension is the largest, and the relationship dimension is secondly, and the structure dimension is weakest. Put forward on how to improve the social capital and organization learning ability on this basis, and thus improve the safety performance.
