Land consolidation is the activity based on land conservation intensive use of cultivated land, it improve land quantity and quality, rationalize land structure, improve land productivity, also increase the income of farmers, improve the land ecological environment. It’s an important measure to realize urban and rural overall planning. According to the difference natural and economic conditions across the province, the relevant departments of Sichuan Province formulate "Sichuan Province land consolidation planning (2011-2015)", In order to suit one’s measures to local conditions, different regions play a geographical advantage, improve the land remediation level, the province divided into five different land regulation type area with different regulation. With the public investment project performance level is drawing more and more attention, land consolidation performance level becomes inevitable to reflect the achievement of land consolidation development. How to show the performance evaluation level of land consolidation objectively, land consolidation is a key link, establishing the corresponding evaluation system and evaluation method to evaluate the land consolidation effect of land renovation direction in Sichuan Province, It had important significance in practical guidance activities and project acceptance.This paper selects 4 belong to Sichuan Province four major land rectification type of project of land consolidation project, using the logical model evaluation framework (IPOE), from the input (input (Input), process (or activity, process) and output (Output) and the effect (Effect) of four dimensions, the establishment of a both with the comprehensive performance of view, but also embody the "scientific development, fairness and justice, citizen satisfaction, citizen participation, public responsibility" measure of value evaluation system, determine the index weight by using entropy weight method, the matter element analysis method based on matter-element evaluation model to evaluate the performance of land consolidation project, the bain conclusions as fellows:(1) belong to 4 different types of area of Cangxi County, Hongya County, Gulin County, Yanyuan County land consolidation project performance levels were:"excellent", "good", "excellent", "good", the comprehensive correlative degree for the corresponding rank:"0.2140", "0.3164", "0.4018", "-2.7685";(2) using logic model evaluation framework, establishment of the land consolidation project performance evaluation index system, embodies the unification of the process and the result, show the comprehensive performance management concept, the land consolidation performance evaluation more comprehensive and scientific, but still need to determine the classical domain of Science in and indicators employed for further discussion;(3) the matter element analysis is suitable for evaluating the performance of land consolidation projects in different regulation directions, and simple and comprehensive and can reflect the different information of different regulation points..
