Performance Evaluation Of Land Consolidation Project In Heilongjiang Province

In order to ensure national food security, the ministry of land and resources issued of thenational land renovation plan in2012, which has been clear about the provincial supplementcultivated land quantity and major projects of land consolidation. The Heilongjiang Province isthe important commodity grain base in our country, which has170million mu of arable land,however, more than70%of the land is the Middle-and-Low-Yielding Fields. According to “thenational land renovation plan”, the Heilongjiang Province land and resources issued by theHeilongjiang land reclamation planning, about "the construction of national food security base"mentioned in the task of construction of high standard farmland and construction of farmland,the main way of completing the two tasks is the implementation of land consolidation project.The investment amount and the number of Heilongjiang Province of land consolidation projectsincrease year by year, the study of performance evaluation of land consolidation projects canprovide the basis for performance evaluation of project and strengthen the supervision of theproject, so as to ensure national food security strategy and sustainable development strategy.Firstly, cost-benefit theory, systems theory, principal-agent theory and the theory ofsustainable development were used to analyze the feasibility, purpose and methods ofperformance evaluation, which lays the theoretical foundation for performance evaluation ofland consolidation projects. Secondly, through the analysis of the macro-background, generalfeature and spatial distribution of implementation of land consolidation projects in HeilongjiangProvince, we can see that the task of land consolidation in Heilongjiang Province is enormity.Through the analysis of current performance evaluation, we can see that both theory andpractical application, performance evaluation of land consolidation and rehabilitation project areyet to be perfected. Thirdly, according to the principle of indicators selection, the articleconstructed the performance evaluation index system of land consolidation projects inHeilongjiang Province, which was based on the balanced scorecard. Also the AHP model wasused to determine the index weight and the Calculation was based on matter-element model todetermine the land consolidation project performance evaluation rating. Finally, the typical focusof national investment land consolidation project was selected as an example to study. Bycalculating, the rating is consistent with the actual conditions, which proved the feasibility of theperformance evaluation system. The study further perfecting the performance evaluation systemin land consolidation project of Heilongjiang Province and contributes to the development oftheoretical research and practical application.
