The logistics industry has developed fast since the 12th Five-Year Plan. The logistics infrastructure system havs been improved a lot, but there still exists the problem of high cost and low efficiency. The poor connection between nodes results in high cost and the main factor contributing to the poor connection is the lack of unified logistics plan and strategy. As a sub-system of the whole society logistics system, the regional logistics would have different node connection system which results to different transportation cost. Based on this phenomena, this thesis researches the allocation of regional logistics network resources in the framework of hub-and-spoke logistics network and apply the more efficient hub-and-spoke logistics system to construct regional logistics system.Based on the analysis of the characteristics of hub-and-spoke system, we point out that the hub-and-spoke system has the advantage of saving transportation cost and it is an approach to optimizing the allocation of logistics resource. Based on the analysis of the theory of regional hub-and-spoke system, we point out that the construction of the regional hub-and-spoke system is realized by choosing hub cities and optimizing the connection between hubs and spokes. The hub cities are determined by the overall logistics development level, which is then determined by the need factors including local economy, the logistics market and development, and the supply factors including traffic infrastructure and the information infrastructure. Normally, the hub cities have the high need of logistics and the well-developed infrastructure. The connection mode between cities must take account of the space effect, the need and supply factors of logistics, and the distance. The spoke cities should always be connected to a hub which has strong logistics connection with this spoke city.Based on above analysis of theory, the index system of assessing the overall logistics level for a city is established. The principal component analysis is used to evaluate the logistics level for each city based on the index system. The gravity model is used to determine the preliminary range of radiation of hub-cities. Finally, we apply the one-hub-stop model (i.e., one spoke connects to one and only one hub) to determine its connection mode (i.e., determining which hub each spoke connects to). We apply the above methodology to the Beijing-Tianjin-Hebei region and construct the hub-and-spoke logistics system with Beijing, Tianjin, Shijiazhuang and Tangshan as four hub cities. By allocating the logistics resource to the cities reasonably, the waste of resource, the traffic jam, and imbalance allocation of logistics resource are avoided.By the theoretical and empirical analysis, the thesis studies how to allocate and optimize the logistics resources via the construction of hub-and-spoke system. We also investigate the strategies of establishing the hub-and-spoke system from the location of hub cities and the connection mode between hubs and spokes, which enrich the empirical application of hub-and-spoke system. The further research can be conducted on the micro logistics spoke areas, the comparison of the-multi-hub-stop model, and the integration of regional logistics resource.
