Measuring and Testing is an important technical foundation works; it can ensure social stability in the production and scientific and technological activities in the normal operation. In the face of increasingly fierce international and domestic competition, China's legal measuring and testing laboratories need to upgrade the quality and management level urgently. Setting up the scientific and efficient quality management system according to the international standards ISO/IEC 17025 the General Requirement for the Testing and Calibration of the Laboratories, is an effective way.This study choose the quality management system of jiangyan Measuring and Testing Institute, firstly expound the basic concept and theory, analysis the basic model and essential of Measuring and Testing laboratory quality management system. Secondly, in accordance with the specific characteristics of jiangyan Measuring and Testing Institute, this paper use the ISO/IEC 17025 standard to analysis the establishment and operation of the quality management. In the end, the paper uses the method of AHP to evaluate the effectiveness of quality management system of jiangyan Measuring and Testing Institute for the quantitative evaluation. And put forward the improvement suggestions. This paper has practical significance and application values to many Measuring and Testing Institutes.
