At present, the ecological environments of the cities are more prominent. With the constant development of economy, the ecological environment problems gradually emerge. Coordinated development of resources and environment and economy is becoming more and more important. Resources and the environment have become the important factors that affect social and economic development. Carrying capacity of resources and environment is the measure of resources and environment quality condition and resources environmental capacity under the interference of human activities ability, in a certain period, state. Through the establishment of energy-ecological footprint method, calculate the ecological footprint and ecological carrying capacity of Beijing. According to the results, the article has carried on the detailed analysis, on the condition of resource environmental bearing capacity of Beijing. And put forward the policy Suggestions in view of the situation of Beijing.Main conclusions are as follows:(1) Through the establishment of energy-ecological footprint method, this paper calculated the ecological footprint and ecological carrying capacity of Beijing from 2005 to 2014.Results show that the per capita ecological footprint e from 4.51E+00 hm2/cap in 2005, rose to 5.94E+00 hm2/cap in 2014, presents the rising trend. Then the ecological carrying capacity is larger fluctuations.(2) Based on the results of ecological surplus/deficit and ecological footprint for each 10,000 Yuan of GDP, Beijing is in a state of ecological deficit. Ecological footprint for each 10,000 Yuan of GDP from 1.27E+00 hm2/cap in 2005 to 5.47E-01 hm2/cap in 2014.The results show that the resource utilization of Beijing in constant increase.(3) By calculating the ecological footprint diversity and ecosystem development capacity in Beijing, it can be seen that the ecological footprint diversity index dropped from 0.6427 in 2005 to 0.4379 in 2014.The results show that Beijing has the problem of unbalanced distribution of land type. Ecosystem development ability overall volatile, there was a slight decline.According to analysis results, combined with the actual situation of Beijing, put forward the relevant policy recommendations, about coordinated development between carrying capacity of resources and environment and economic development of Beijing.(1) Adjust economic structure, change the extensive mode of growth.Beijing should strive to build advanced economic structure, technical innovate and technology upgrade high energy consumption, high pollution enterprise, continues to build and develop the circular economy.(2) Control population growth, improve the urban systemComprehensive use various means to control the population, slow down the population growth of Beijing. Around we will continue to improve the collaborative development strategy, speed up the construction of urban and rural, to ensure the balanced development of weak areas, evacuation non-core functions, control center city of large public projects, so as to promote organization of the population.(3) Improve the land utilizationThe land in Beijing belongs to the scarce resources; therefore in the process of urbanization development is mainly to solve the problem of land utilization. By adjusting the land use structure, exploitation and utilization of waste hills, wasteland, improve the comprehensive effect of the land. Improve the farmland planting techniques and production adjustment, realize the farmland yield increase. Implementation of the open source throttling, make mine land area measures more effective.
