At present, China’s economic development has entered a new normal, the whole economic development mode is from the extensive growth in the scale of speed to the quality and efficiency of intensive growth; While,in the international environment,China’s textile and garment industry is suffering from the third world’s emerging economies and developed countries, "re industrialization" of "double pressure".In the face of the current domestic and international environment, China’s textile and garment industry to achieve the development, it is necessary to take advantage of the past labor-intensive low cost to technology, brand, quality, service as the core strengths of the industrial chain of high-end transformation and upgrading.A lot of facts have proved that improving the efficiency of the allocation of innovation resources is an effective way to realize the transformation and upgrading of China’s textile and garment industry, and the collaborative innovation is the key factor that affects the efficiency of enterprise innovation resource allocation.Based on the above background, this paper summarizes the domestic and foreign relevant literature, and constructs the model of the relationship between the collaborative innovation, the innovation resource integration ability and the innovation resource allocation efficiency of the textile clothing enterprises, and puts forward a series of hypotheses.And on this basis,this study uses the questionnaire survey method to investigate 44 textile and garment enterprises. In view of the 342 valid questionnaire data,the efficiency of the allocation of innovation resource is measured by DEA model, and then the linear regression analysis of the three variables is used to analyze the relationship between the variables, which is confirmed by the effect of the collaborative innovation, innovation resource integration capability and innovation resource allocation efficiency.The innovation points and conclusions can be summarized as follows:(1)The innovation resource integration capability is introduced as the adjustment variable, the conceptual model of the collaborative innovation, innovation resourceintegration capability and innovation resource allocation efficiency is constructed,and proposed that collaborative innovation has a positive effect on the allocation efficiency of innovation resources, innovation resource integration capability has a positive effect on the allocation efficiency of innovation resources, and the integration of innovation resources to adjust the efficiency of collaborative innovation and innovation resource allocation efficiency,then these hypotheses are confirmed by empirical analysis.The results show that the collaborative innovation of the textile clothing enterprises has a positive effect on the allocation efficiency of innovation resources; innovative resource integration capability has positive effect on the allocation efficiency of innovation resources, and can positively regulate the relationship between the technological and market synergy innovation and resource allocation efficiency, and the relationship between the technological and organizational synergy innovation and the efficiency of resource allocation, and the relationship between the technological and cultural cooperation and innovation and innovation resource allocation efficiency.(2)In this study, we use the DEA model to measure the efficiency of innovation resource allocation at the enterprise level.Based on the existing literature, with the aid of questionnaire survey, and combined with Li Kete’s five point scale method, we obtain the data of the textile and garment enterprises’ innovation resources input and innovation resources output.Then We import the data into the DEA model to measure the innovation resource allocation efficiency of the textile and garment enterprises.
