The Research On The Countermeasures For Developing Circular Economy To Shanxi Coal Enterprises

Pointed out that in the future for a period, the main development direction of coal enterprises will toward green, safety, smart, clean and efficient. As China’s economy enters a new normal circumstances, the coal enterprise in Shanxi Province as a typical resource-based enterprises, the process of development in the future to realize the sustainable development is the main problem, and the development of circular economy is still the focus and hot spot of coal enterprise sustainable development, enterprises still need to adhere to the development of circular economy strategy, in the process of strategy propulsion, requires the enterprises core competitiveness, to obtain a competitive advantage. After 2013, coal enterprise in Shanxi Province "golden decade" ended, a lot of enterprises operating falling even some losses in a row, need to rethink the circular economy for coal enterprises, the circular economy rose to a strategic height, in circular economy value chain in the process of mining and to develop competitive advantage continuously improve enterprise efficiency, in order to achieve economic and social sustainable development.So enterprise in the case of significant changes in the external environment, need to enterprise advantage to overcome the disadvantage, reposition the strategic height of circular economy, in the process of the implementation of specific countermeasures and Suggestions are put forward.In this paper, on the basis of the theory of sustainable development and circular economy, based on the evaluation methods and countermeasures of the coal enterprise in Shanxi Province circular economy, then analyzes the present situation of shanxi coal enterprise circular economy development, then analyzes the challenge for the shanxi coal enterprise circular economy development, summarizes the challenge for the coal enterprise in Shanxi Province are worsening financial situation and even some enterprises loss serious year by year, and a lot of factors driving down enterprise financial indicators, such as the consumption structure of the single or industrial chainshort, coal low value-added products, and resource utilization ratio is low, the lack of technological innovation and the management level lag behind. And then makes an empirical analysis based on A coal in Shanxi Province, to evaluate the effect of the circular economy, from put forward based on the results of the empirical analysis for enterprise should improve the management level of circular economy, promote circular economy technological innovation ability and optimize the internal processes of recycle economy three aspects promote the core competitiveness. The government should play a leading role at the same time, establish and improve policies to encourage enterprises to the development of circular economy.This article innovation mainly has three points: the first is the coal enterprise in Shanxi Province and analysis the current situation of the development of circular economy and on the basis of analyzing the coal enterprise in Shanxi Province are faced with the challenge, the deteriorating financial indicators and loss serious year by year,driven by the deterioration of the reason is that the consumption structure of the single coal enterprises which are industrial chain short, low value-added products, coal and low resources circulation utilization and circulation economy lack of technological innovation and the management level lag behind; Second by building the balanced scorecard evaluation index system of circular economy reveals the coal enterprise in shanxi coal circulation economy development drivers, specific learned from what respect enterprise core competitiveness; Third from business and government two angles proposed the countermeasures for coal enterprises to develop circular economy in Shanxi Province that is for enterprises to improve management level of circular economy, promote circular economy technological innovation ability and optimize the internal processes of recycle economy, to gain a competitive advantage. For the government to play a leading role to establish perfect technical support system and the development of circular economy policy system to support enterprises.
