With the fast development of High technology in 21 century, High technology industry has become the new source of economic growth, which then turn into the core competitiveness by pushing the improvement of national technology. In the 13th five year plan, the High technology is planned to play an important role to promote industry deepening reform and accelerate the transformation of its economic development mode. Meanwhile, the investigation indicates that our country's economic development is still more depending on high, long-term investment. As a developing country, it is clearly an unsustainable mode via capital extensive systems which cost a lot. With the limited material resource, the only way to keep the sustainable growth path is to get rationally dispose effective resources and improve research and development output efficiency, or we will lose the original purposes of R&D. Thus, it is very meaningful for changing the economic grow pattern by assessing and analyzing the output efficient of high-new technology industry, which also promote the 13th Five Years Plan.In this paper, we will analyze and assess the output efficient of High technology industry by using three-stage DEA model without considering environmental factors and random errors, estimate the capacity for innovation of High technology industry, show how R&D output efficiency is influenced by 7 factors such as technique support, structure systems of market, property right structure, level of openness, enterprise-scale, industry performance and government supports. On the basis of a three-stage DEA model, Combined with Malmquist productivity index study the dynamic changes of high-tech industrial development TFP and Decomposition situation. This paper is based the development of High technology industry, according the panel data, during 2000-2014, of 17 branches of five High technology industries.The main conclusions are as follows:(1) It widely exists that the losses of output efficiency of High technology industry, besides the significant differences of output efficiency among different industries. Low efficiency of industry-scale is the key point which plays a negative role of promoting High technology industry output efficiency. According to distribution of pure technical efficiency and High technology industry efficiency,17 subdivisions of High technology industry can be differentiated 4 innovation models, which show most industries present high technical efficiency & low scale efficiency---H&L pattern.(2) Environmental factor play a significant role on High technology efficiency. Without considering the outer environment factors and random errors, R&D output efficiency is higher, which is not real. Specifically, enlarge enterprise-scale can positively achieve scale economy, can save investigation of R&D resource, which can raise R&D output efficiency. Market structure system can positively save labor resource and budget, which also play positive role on R&D output efficiency. Government supports increase waste of researchers and budget, which has negatively effects on output efficiency. Level of openness and industry performance can highly increase use ratio of researchers, in other words, can save the staff input. But it restricts the use ratio of budget to some degree, which is wasteful. Non-nationalization is a good pull to get industry structure system reformed, and improve the market management mechanism, but it is hard to collect foundation that lower use ratio of researchers.(3) By using Malmquist productivity index, our analyses indicate that, it is contributions of improvements of technique which raise R&D total factor productivity (TFP) of high-new technique industries. R&D TFP of among five industries have differences:Manufacture of Computers and Office Equipment are growing fastest, then Manufacture of Medical Equipment sand Measuring Instrument and Manufacture of Medicines, the lowest is Manufacture of Electronic Equipment and Communication Equipment & Manufacture of Aircrafts and Spacecrafts and Related Equipment. The 17 subdivisions of industries are also of varying quality:Manufacture of Computers and Office Equipment are growing fastest, then Manufacture of Medical Equipment sand Measuring Instrument and Manufacture of Medicines, the lowest is Manufacture of Electronic Equipment and Communication Equipment & Manufacture of Aircrafts and Spacecrafts and Related Equipment's R&D TFP slightly decreases, the others'are growing faster significantly.
