The Current Situation And Countermeasure Research To Public Rental Housing Supply Of Lvliang City

Over the years, the Lvliang municipal government is committed to solve the housing problem of low-income groups in Lvliang. Although it has achieved some success, on the whole, the protection is limited. There is still a considerable gap between the public rental housing supply and the demand for low and middle income groups in Lvliang, and the housing difficulties of the low-income groups in Lvliang are still very serious. As a result, it is very pressing and necessary problems to solve the problems encountered in the supply of public rental housing, to accelerate the construction of public rental housing and to ensure low-income groups live and work in peace and contentment.Using the theory of service oriented government as the theoretical basis and the public rental housing supply in Lvliang as an empirical study, this paper introduces the historical evolution of public rental housing policy in Lvliang and the current situation of public rental housing supply and demand in Lvliang. The questionnaire design of Lvliang public rental housing supply situation selects three representative public rental housing in Lvliang as the research samples. According to the questionnaire survey and interview results, residents are not satisfied enough with public rental housing supply, and the imbalance of supply and demand structure is obvious. Through the analysis of the interview and the sample data, this paper summarizes that the main problems existing in the public rental housing supply in Lvliang:the distribution of public rental housing is not reasonable; the funds of public rental housing construction is short; the progress of the public rental housing work is slow, and the openness of distribution of the public is not ideal; public rental housing supply is difficult to meet the needs of public service etc. The main reasons for above problems are as follow:the government is lacking of long-term planning and overall arrangement; financial support of government and financial policy are not available; distribution system of public rental housing is not completed; public rental housing supply security mechanism is lacked. In order to promote the public rental housing in Lvliang become more efficient, the supply is more scientific, the author proposes four counter-measures and suggestions to the effective supply of public rental housing:to make a long-term strategic plan for ational development of public rental housing supply; to raise vigorously public rental housing construction funds, and to broaden the financing channels; to improve public rental housing distribution system; to optimize of public rental housing supply security mechanism.
