Shihezi institute of agricultural science (SIAS) is the main Agriculture researching & developing center of Xinjiang Uygur Autonomous Region and Xinjiang construction and production corps(XJCPC). SIAS has been working at the new crop varieties breeding, and cultivation technique researching since 1960s. Its major functions includes supporting the agriculture modernization process, improving the agriculture production and incoming of XJCPC. Since 1985, SIAS has undertaken more than 180 agric sci & tech researching and achievements transforming projects from the Ministry of Science and Technology, and XJCPC. etc,166 scientific achievements are accomplished, won 63 awards from the ministry of agriculture and XJCPC, bred 55 crop varieties, including cotton, sugar beets, wheat, grape, with good qualities as high-yield, high-quality, disease-resistant, covered 3.067 million ha., and raised the social and economic benefits more than RMB 4 billion.As the Chinese government formulating and carrying out nationwide regulations on the management of public institute, the problem about strengthening technical innovation, achievements transformation, consolidating the foundation of scientific research and innovation, and improving the enthusiasm of scientific researcher, becomes urgent. The implement of performance evaluation in SIAS, is beneficial to improve its innovation quality and quantity, promote innovation ability and motivation of its scientific researcher. A good measurement for Personal performance of SIAS’s scientific researcher is the core to the implement of performance evaluation in SIAS.This thesis studies the performance evaluation of public service agency and public institution, performance evaluation of scientific research institution, Analytic Hierarchy Process(AHP) method, the application of performance evaluation of scientific research institution via domestic and foreign literatures, carried on the theory discussion, under the condition of SIAS, completed studies as follows:1. According to the characteristics of agricultural scientific research institution, based on the factors of SIAS, Analysis model of index weight based on AHP is established calculating with Microsoft EXCEL2. Personal research performance evaluation index system(PRPEIS) for SIAS is built up with data sheets by Microsoft EXCEL to store and calculating data.3. Collecting Data, ideas and information from SIAS in 2-years practices, to improve the PRPEIS.The results show that the PRPEIS is reasonable and suitable for SIAS, can meet the needs of the evaluation index weight assignment, can output comment on scientific and technological work of SIAS’s employee, providing important basis for the payment distribution and job promotion etc. The system is practical and effective.
