In 2014,with the reform of ownership entering a new stage,China's PPP also entered the era of high-speed development.To promote the PPP model in public infrastructure,and guide social capital into public service and product development,not only to significantly reduce the financial pressure and burden of government,but also to improve the quality and efficiency of public goods and services.Among the many PPP projects,the urban rail transit project has become the focus of the PPP project with its large-scale investment,complex franchise agreement,high-end construction technology and long-term cooperation cycle.However,there are many problems in China's use of PPP mode in the construction of public projects.Firstly,there is a lack of effective cooperation mechanism between government and social capital.The stakeholders of PPP projects only focus on their own interests and cannot share risks and Shared benefits reasonably in the project.Secondly,there is no effective supervision mechanism in the construction and operation of the project,which increases the difficulty of cooperation between the public and private parties,so that the project's performance evaluation and supervision are in a state of confusion.Therefore,how to make effective performance evaluation on PPP projects based on the needs of stakeholders of the project,and focus on improving the performance level of PPP project design,construction and operation,is a subject that needs to be focused on.The purpose of this paper is to establish a performance evaluation system to evaluate the PPP in urban rail transit project,Beijing metro line 14.Firstly,based on the thorough investigation of the project and relevant literature reading,based on public product theory,stakeholder theory and balanced scorecard theory,and according to the questionnaire survey results,the performance evaluation index system of urban rail transit PPP project was built around the four levels of economic and finance,project implementation process,stakeholder satisfaction and innovation and growth.Secondly,using the analytic hierarchy process to determine the weight of the index.Thirdly,using SPSS software to verify the weight value of the indicators and determine its rationality and validity.Finally,according to the relevant research data of Beijing metro line 14,this paper analyzes from the four aspects,and evaluates the performance of the project by using the established performance evaluation system and fuzzy comprehensive evaluation method,which proves that the PPP project of Beijing metro line 14 achieves good expected implementation effect and has great reference significance.The innovation point of this paper is to establish the performance evaluation indexsystem of urban rail transit PPP project based on the balanced scorecard theory,and determine the weight value of each index through the analytic hierarchy process,and apply the performance evaluation system to the actual PPP project,evaluate and analyze the performance of the PPP project,and draw the corresponding conclusion.
