| In recent years, high-tech industry plays a more and more important role in international competition. It has become an important symbol of national comprehensive strength. The establishment of High-tech Industrial Development Zone is an important means for the world to promote the development of high-tech industry s well as enhance the competitiveness of countries and regions. The first High-tech Industrial Development Zone had been established in China in 1985. Since then, all kinds of High-tech Zones have risen up throughout the country, as quickly as the bamboo shoots growing quickly after a spring rain. In recent years, these High-tech Zones play an increasingly important role in promoting regional economic growth and the promotion of high-tech industrial upgrading. In that case, the study on High-tech Zone has become a hot topic in management science, sociology, economics and other disciplines.The motive force of the development of High-tech Zone comes from technology innovation. The industrial cluster has a competitive advantage of innovation promoting. It can significantly improve the regional competitiveness, and promote the rapid development of regional economy. According to the practical experiences of the countries in the world, those successful High-tech Zones have all shown the characteristics of the industrial clusters. So, the analysis which based on the perspective of industry cluster has become one of the research directions of the development of High-tech Zones. In this paper, it is written from the perspective of industry cluster theory, it uses of industrial cluster and High-tech Industrial Development Zone, to carry on the construction to the high and New Technology Industrial Development Zone of high-tech industry cluster conditions from system design, management system, operation mechanism, the policy environment etc..Under the drive of global informatization and industrialization, Chinese high technology industry and High-tech Industrial Development Zone has experienced the process from germination to all-round development. After 20 years of exploration and development, Chinese High-tech Zones collected all kinds of resources, and had become the main battlefield of high-tech industry development. It also promotes the fast development of regional economy. However, Chinese High-tech Industrial Development Zone also exist many problems hinder its further development. It needs to be solved in the future development and optimization. Chinese High-tech Industrial Development Zone has been depending on the location factors and preferential policies to attract enterprises to the park gathering. But with the development of economic globalization, China’s accession to the world trade organization (WTO), preferential policy advantage of High-tech Industrial Development Zone gradually weakened. In this new situation, how to attract enterprises gather in the park, improve the regional sustainable competitiveness, promote regional economic stability growth, are the problems that High-tech Zones must be thinking of.In 2011 August the establishment of the China (Nanjing) Software Valley is located in the southwest in the ancient city of Nanjing. It is famous for the construction of Nanjing software and the key to build the software industry base. It has the basic characteristics of Chinese High-tech Industrial Development Zone. And it is a typical representative of Chinese High-tech Zone. It was named the 2013 annual "China software and the information service leading industrial park". Software Valley’s goal orientation as " the first Chinese software industry base ", "China software industry high-end, internationalization, specialization and superior environment platform, quality service platform for the construction of the demonstration zone", "core area, build software city logo area, high-end, internationalization, brand of software industry cluster district".After several years of development, China (Nanjing) Software Valley has made great development in scale, level and technology. It has also created good conditions for the further development in the infrastructure construction, investment environment and hardware and software aspects for software and information service industry. The characteristics of industrial cluster has been formed, and obtained good social and economic benefits. However there is still a big gap between the international famous and High-tech Zone.This paper used the theory of base of industry cluster and High-tech Industrial Development Zone, analyzed the China (Nanjing) Software Valley development present situation, Points out that the high-tech enterprises in the park although formed a certain degree of agglomeration in the space, but because of the lack of the intrinsic mechanism of industrial cluster and industry relevance, not form a industry cluster effect and scale development pattern. So it is the lack of competitive advantage. The real causes of these problems, is the management system of the poor, lack of the intrinsic mechanism of industrial cluster, as well as the policy system is not sound. Therefore, this paper promotes the enterprises in the park and industry cluster development suggestions from optimizing the management system, strengthen the construction of the internal mechanism of industrial cluster, and create a favorable policy environment point of view, as China (Nanjing) Software Valley provides a reference for the development of industry cluster.The research methods in this article adopt the method that the theory analysis and empirical combination, of literature, comparative analysis, summarized, discusses the basic ideas, enhance the persuasive. |
