Human resources is a kind of intangible assets, deep within the enterprise that intangible assets are difficult to imitate by other firms, as a result of resource scarcity, this makes the human resources become the source of enterprise gain competitive advantage, the focus of the enterprise human resources has turned to develop high quality talents, can support the development of the enterprise from the strategic human resources, make the enterprise gain competitive advantage.Human resources itself, however, cannot directly into the enterprise core ability, needs to be through strategic, systematic planning to make it work, creating more value for the enterprise.As rail passenger car enterprise, only attaches great importance to human resource management work, put it in considering the height of the strategy, can make the enterprise to survive in the fierce competition.In this paper, according to the reality of changchun passenger car conforms to the enterprise long-term development strategy of human resources management strategy, meet the needs of enterprises of various talents, provide human security and intellectual support for enterprise development, make changchun passenger car has a long life.In this paper, the meaning and characteristic of human resources, through the relevant theories of human resource management and review of the related theories of strategic management of human resources, which provides the theoretical foundation for the research of this paper.First analyzes the present situation of changchun passenger car human resources management and puts forward the problems existing in the human resources management, and aims at an analysis of the causes of the existing problems.Next to changchun passenger car human resource strategic management SWOT analysis and strategic choice for the research of concrete from changchun passenger car’s strengths, weaknesses, opportunities and threats in changchun passenger car the aspects of human resource strategic management SWOT analysis, changchun passenger car are proposed according to analyse the situation of human resource management strategic choice.And then to changchun passenger car human resources safeguard measures on the implementation of strategic management, mainly from the changchun passenger car system, culture, and human resource management system put forward to promote changchun passenger car management measures to ensure the smooth implementation of the human resources strategy, the final paper’s conclusions.
