Problems And Countermeasures In The Development Of Rural Urbanization In Yilan County, Heilongjiang Province

Rural urbanization is the direction and task of China’s agriculture and rural development in twenty-first Century, and it is an important part of China’s comprehensive construction of a well-off society. It is an important way to solve the problems of agriculture, rural areas and farmers. Urbanization is a complex, systematic, long-term social engineering, in the urban construction, China has a number of worrying problems. In the end of the "five eleven" plan, Yilan County Economic and social development of the full speed, the rapid development of rural urbanization, urban construction quality continues to improve. Yilan county to accelerate the construction of urbanization as the main strategy to promote economic and social development, and achieved gratifying results, but from the overall situation, there are still many problems, such as urban and rural planning is still lack of regional coordination policy, urban economic accumulation and radiation function is not outstanding, the division of labor relations between cities and towns is not enough, the small town has not been able to take advantage of location, resources, economic and competitive advantages, no significant local characteristics. Urban infrastructure construction is lagging behind, there is still a big gap between urban and rural public infrastructure and public services. This paper takes Yilan County of Heilongjiang Province as the research object, hoping to have a comprehensive understanding of Yilan County in rural areas, and find out the countermeasures, which can provide help for the sustainable development of rural urbanization, and have high practical value.This research starts from the actual situation of rural urbanization in Yilan County, and researches the problems of rural urbanization in Yilan County, based on the relevant theories of rural urbanization, and the research methods of empirical research and analysis, and puts forward the corresponding measures and countermeasures. The research is divided into six parts. The first part introduces the purpose and significance of the research, the research plan and the domestic and foreign research project. The second part introduces the definition of the relevant concepts and basic theories. The third part introduces the achievements and problems of rural urbanization in Yilan county. The fourth part analyzes the factors which restrict the urbanization of rural areas in Yilan county. In the fifth part, the paper puts forward the concrete ideas and Countermeasures against the problems in the process of rural urbanization in Yilan county.Through detailed analysis of the actual situation and existing problems of rural urbanization in Yilan County, the author concludes that the development process of rural urbanization in Yilan county has the actual situation such as weak development foundation, the overall planning and industrial structure, the concept of the cadres and the masses. And pointed out that Yilan county must be scientific planning, rational layout of the industrial structure, strengthen infrastructure construction, the development of urban leading industries with local characteristics, accelerate the institutional mechanisms of innovation, Yilan county rural urbanization will usher in a new tomorrow.
