Research On Policy Of Strategic Alliance For Industrial Technology Innovation In Shenyang

Strategic alliance for industrial technology innovation is a new type of technology innovation organization of university-industry cooperation. Government should promote the building and development of the alliance. Through function transformation, government plays the role in coordination, guidance and provides effective resources, policies, systems and other public services for alliance cooperation. In recent years, to create national innovative city, construct national central city and revitalize northeastern industrial bases, the knowledge of the alliance and the attention to the alliance of Shenyang government have improved gradually. Since 2011, promoting the construction of the alliance, in government documents, has been one of the measures to cultivate innovation subjects, enhance self-innovation ability and strengthen the construction of innovation system in Shenyang. The municipal government has made a series of plans, policies, and regulations on science and technology innovation to guide and support the development of the alliance.The study has found a lot of government documents, announcements, department documents and regulations through the website of Shenyang Government, and summarized the policies and laws on the building of alliance in Shenyang. On this basis, firstly the paper defines strategic alliance for industrial technology innovation, alliance policy and policy instrument. The paper put emphasis on the analysis of the existing policies and its problems of the alliance in Shenyang. Although Shenyang government has made finance policy, intellectual property protection policy and other policies to promote the construction of alliance, the alliance policy goal is still not clear and the special alliance policy is still in short. Besides, based on the policy subject, policy object and policy environment, the paper analyses the main reasons for these problems. Therefore, the paper put forward the following advices to improve the alliance policy in Shenyang:to deepen the understanding and attention of government for alliance, to improve the policies and regulations on alliance, to deepen the content of alliance policy instruments and so on.
