Research On Financial Supporting Policy For Industry Technology Innovation Alliance

In 2008,six departments which include the Ministry of science and technology,Ministry of finance,Ministry of education,the State-owned assets supervision and Administration Commission,All-China Federation of Trade Unions,China Development Bank jointly issued “on guidance and promote the industry technology innovation strategic alliance construction”,make a clear push on the establishment of industry technology innovation alliance in guiding ideology,accelerate the establishment of technical innovation system with enterprises as the main body,the market as orientation,industry,university,research combined as the core issue.The current domestic industry technology innovation alliance exists defects such as the slow process of technology research and development,lack of international competitiveness,so it's badly in need of finance support,thus promote alliance standardization process quickly.However,current financial support system exists some insufficient such as poor effect and high concentration,research results on financial support for alliance is relatively rare.Make the distribution characteristics and effect of financial support for industry technology innovation alliance clear is contribute to accurately analyze the financial needs of the subjects of industry technology innovation alliance,and then clear the direction of financial support,provide effective policy recommendations to promote the development of industry technology innovation alliance.This paper will mainly research the financial support policy of industry technology innovation alliance from two aspects.Through the analysis of the role of financial support policies in the process of industry technology innovation alliance advancing,to construct the conceptual model for the text analysis of financial policy.This model divided the financial policy effect on industry technology innovation alliance into three parts,which are alliance body,alliance resources,alliance environment,and then divided into the second level indicators,using the model quantified policy text,draw a preliminary conclusion.Then,to evaluate the comprehensive performance of financial support policies in the industrial technology alliance.This paper selects the quarterly data from 2008 to 2016 of national industrial technology innovation alliance as a sample,use the BCC model and the DEA-Malmquist model to analysis of the effect of financial support policies quantitatively,then to measure the development of the alliance and put forward relevant policy suggestions.The results showed that,current financial support policy on industrial technology innovation alliance have defects,mainly including the imbalance of financial support policy on support union,the allocation of resources should balance,promote the balanced development of industry technology innovation alliance,and the lack of the financial support policy on cultural and personnel.At the same time,through the research of the comprehensive performance of the listing companies,we can see that the development of industrial technology innovation alliance is not achieve the best,and need to optimize the financial policy.
