| Under the background of Knowledge economic globalization, technologyresearch and development is increasingly complicated, greatly shorten the life cycleof product. Due to the refining and specialization in industry division of labor, it isdifficult for companies just rely on their own limited resources and ability to adaptto rapidly changing market. They need to seek partners and joint innovative elementsto break through the technical challenges and promote the core competitiveness.Industrial technology innovation strategy alliance can effectively integraterequisite resources, technology, knowledge and information for technologyinnovation activities, and becomes the important way of enterprise collaborativeinnovation. Alliances can develop industrial generic technology and enhance theoverall industrial technology, and it is an important carrier to realize the nationalindependent technology innovation and internationalization of industry innovationsystem.Based on transaction cost theory, resource-based theory, value chain theory and,industrial cluster theory, this article uses the case study method to study on stabilityof China’s industry technology innovation strategic alliances. This paper analyzesthe forming mechanism, constituent elements and characteristics of industrytechnological innovation strategic alliance on the basis of combing related researchboth at home and abroad. In addition, the paper defines the concept of stability ofindustrial technology innovation strategic alliance. According to the game theory,the article establishes a measurement model of alliance stability, solves the stabilitydomain and analyzes technology R&D spillovers and R&D cost allocationproportion effects on alliance stability domain. From the per spective of dynamic, thepaper studies the stability influential factors and their mechanism of action inpreparation, formation, development and management stages, and put forward thecorresponding strategy of strengthening the stability of the alliance. Finally thearticle uses the method of case study to test the full text research content. UsingTD-SCDMA industry alliance as the research object, the article analyzes theproblems and influencing factors of the stability in the main development stage ofalliance, exploring the effects on solving stability problems from government,enterprises and intellectual property measures. Study shows that as a kind of collaborative innovation organization, theindustry technology innovation strategic alliance integrates and internalizes theknowledge and information of enterprises, universities and research institutes.Besides, the alliance has significant advantages such as accurately grasping thedevelopment direction of industrial technology innovation, reducing R&D costs andrisks. However, Industry technology innovation strategic alliance in our country isin the exploration phase, its form, development and management process isextremely unstable and the main influencing factors in every stage are different. It isnecessary to take corresponding measures. As a middle organization betweenenterprise and market, the steady development of industrial technology innovationstrategy alliance needs good macroeconomic environment and the guidance andsupport of government. Furthermore, the steady development needs the leading helpfrom industry leading enterprises and industry association.
