Study On Quality Collaborative Degree Evaluation Of Industrial Clusters Based On Center-Satellite Enterprises

As a mode of economic development in special region, Industrial Clusters brings a new idea to solve the bottleneck of industrial development for local policymakers and business leaders. At the same time in the market economy today, for one of any for-profit organizations, meeting the needs of customers fully and maintaining the user stickiness can make sure that it can survive in the fierce competition of the market. And one of the most important things is quality. This study focuses on Industrial Clusters, especially the Center-Satellite enterprises, and its target is to figure out the problem of the quality collaboration among different enterprises.First of all, based on the literature on Mode of Center-Satellite enterprises and quality collaborative evaluation and the related theoretical foundation, the study introduces the various characteristics of the mode of Center-Satellite enterprises, analyzes the quality forming process on that mode, and proposes its objectives and principles after comparing traditional quality forming process. And then it gives a detailed description of the main contents of quality collaboration from three aspects of the micro, macro and results, and expounds the quality collaboration mechanism and the content and structure of information management system.Secondly, through the methods of the literature review, questionnaire and expert inquiry, the evaluation index collection of quality collaboration based on the mode of Center-Satellite enterprises is built. And the final evaluation index system is obtained after filtering the index collection. Then, according to the merits of the case study and evaluation methods in the past, the study decided to use the analytic network process (ANP) to determine the weight of each index in the index system after considering the relationship between the indexes. Finally it used specialized Super Decision software to obtain the complete evaluation system according to the decision step of ANP.Finally, the article shows a case study by selecting appropriate Center-Satellite enterprises. In the study it takes a machine tool industry park as the case object, and applies the quality collaborative evaluation index system to the industrial clusters. This part also takes the final evaluation results for a specific analysis and put forward some reasonable improving advice according to the results.The content of this paper enriches the research scope of industry clusters and has some significance in the quality collaborative evaluation for clusters of enterprises. At the same time, the study combined with the actual case can be helpful to the following application. Through this research, it not only makes sense in the quality collaborative evaluation, also in its basic contents, such as the Center-Satellite enterprises quality collaborative principle and target, its mechanism and information management systems for the development of industry clusters.
