For the past few years,the investment management and planning issues has been concerned due to increasingly competitive market environment in domestic telecom enterprises. Traditional telecom operators are sized of both economics of scale and scope. Therefore, benefit assessment of Telecom Engineering project with non-independent accounting character.Considering of ROI (Return of Investment), Telecom Engineering project owns 3 significant characteristics that are huge Investment Scale, capital cost and short-term Payback Period seems irreversible. The report will research decision of investment as key object, The Original Balanced Scorecard posed by Kaplan and Norton’s as basis provide a concise, efficient and scientific tool for decision of investment in the telecom-engineering project. Quantitative evaluation of organizational performed in 4 angles, which from finance, customer, internal business, learn and grow aspects through the original balance scorecard. It not only focus on financial indicators of enterprises, organizations at the present stage, and the importance of non financial indicators to measure drive future financial performance improvement. The Balanced Scorecard driving mechanism of organizational performance improvement comes mainly from the following two aspects. On the one side is the causal relation. The existence of a causal relationship between the Balanced Scorecard to drive each other within the four dimension, and there is causality between the same dimension within the different index. On the other hand is balance. This balance is mainly reflected in the external measures and internal measure, qualitative and quantitative measure of balance, balance and long-term measure short-term measure, outcome measurement and motivation measure of balance. Though the research of evaluation methods and mechanism of the traditional balanced scorecard, the result believe that that the Balanced Scorecard theory could be considered as previous evaluation in the telecommunication engineering project. It takes into consideration the enterprise current interests and long-term interests. Naturally, if the Balanced Scorecard will be used in telecommunication engineering project evaluation before field evaluation, it has to adjust the original balanced scorecard dimensions, and corresponds to the evaluation content change. Consequently, the report proposes how to use the Balance scorecard of decision of Investment in Telecom Engineering project. Aiming at the telecommunication engineering project investment evaluation before problems, the author puts forward through the financial, customer, market, network four evaluation dimensions of assessment of the project, and on this basis, summed up 12 evaluation content. This paper has established the balance scorecard index system of the telecommunications project, and uses the AHP method to weight assignment the Balanced Scorecard indicators of each layer.
