Textile waste recycling can not only save resources, reduce pollution, but also reduce the external dependence of China’s textile fiber material, with huge economic, environmental and social benefits. At present, the comprehensive utilization of waste textiles in our country is only 15%. Waste textile venous industry is still in the early stage of development. In order to explore modes of operation of waste textile venous industrial chain, promote the overall development of the industry, improve economic efficiency of the entire industry, and to achieve better social and environmental benefits; this paper analyzes the elements of the model, constructs the “5+4+2” model of waste textile venous industrial chain, proposes two construction paths, and analyzes the operating mechanism and interest coordination with methods of model research, case studies and company research. “5+4+2” model would carry on the overall planning of waste textiles venous industry, explore a more effective mode of cooperation for the upstream and downstream enterprises, discover the added value and economic benefits of venous industrial chain, promote the development of high efficiency and high benefit of recycling and reuse of waste textile, to achieve optimal consumption, optimum consumption and minimum waste in all textile and clothing industry.
